 Tenure of Office of the Comptroller and Auditor General of Bangladesh extended

The tenure of office of the Comptroller and Auditor General of Bangladesh has been recently extended by an amendment of the constitution of the country. Prior to this amendment, the constitutional provision regarding the tenure of office was that the Auditor General shall hold office until he attains the age of sixty years. But this provision has now been amended by the Constitution (Fourteenth Amendment) Act. 2004. The new provision, as incorporated in the constitution, provides that the Auditor General shall hold office for five years from the date on which he entered upon his office, or until he attains the age of sixty five years, whichever is earlier.

 CAG submits Audit Reports to the President


CAG submits audit reports to the Hon’ble President

The tenure of office of the Comptroller and Auditor General of Bangladesh has been recently extended by an amendment of the constitution of the country. Comptroller and Auditor General of Bangladesh Asif Ali submitted 47 audit reports to the Hon’ble President, Professor Dr. Iajuddin Ahmed at Bangabhaban on 3 March 2004. The audit reports included 16 special reports, 30 annual audit reports and 1 Appropriation Accounts.

The special audit reports covered reports on Dredger Department and store of 4 offices of Bangladesh Water Development Board (BWDB) under Water Resources Ministry, Store Department of Chief Engineer’s Office, Public Works Department (PWD), Dhaka; Dhaka Water and Sewerage Authority (WASA); Local Govt. Department under Local Govt., Rural Development and Cooperative Ministry, Annual Reports of Bangladesh Cricket Board, Bonded Ware House and Custom House. Annual audit reports included reports on Ministries of Finance, Communication, Food, Fisheries and Livestock, Civil aviation and Tourism. President Prof. Dr. Iazuddin Ahmed appreciated the steps taken by the CAG to improve the quality of audit reports.

 CAG apprises PM of Audit Reports

Hon’ble Prime Minister Begum Khaleda Zia appreciated CAG's initiatives of introducing newly structured audit reports that would be more comprehensible when the CAG apprised her about 47 audit reports awaiting submission to the Hon'ble President on 4 February, 2004. She stressed upon the early construction of CAG's office building 'Audit Bhaban' and commencement of the Financial Management Academy infra-structural development project. CAG explained the recent steps taken by his office to re-structure the audit report formats and bring in changes in the audit focus from compliance and regulatory audit to issue based and value for money audit.

 CAG Calls on the Speaker of the Jatiyo   Shangsad

CAG met the Hon’ble Speaker of the Jatiyo Shangsad (National Parliament), Barrister Jamiruddin Sirkar on June 12, 2004 to discuss the audit reports pending with Public Accounts Committee. The Speaker laid emphasis on timely submission of audit reports to the Parliament for effective resolution by PAC.

A workshop on "The Role of Parliamentary Committees and CAG to ensure Accountability and Transparency in the Public Sector Financial Management" was held at the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) auditorium on May 15, 2004. Chairmen of the Public Accounts Committee (PAC), Advocate Harun Al Rashid, MP, Public Undertakings Committee (PUC), Mr. Abdul Alim, MP, Estimate Committee (EC), Syed Mehedi Ahmed Roomy, MP and Parliamentary Standing Committee on Ministry of Finance Mr. Mushfiqur Rahman, MP participated in the deliberations.  Hon’ble Finance and Planning Minister Mr. M. Saifur Rahman, MP inaugurated the workshop as Chief Guest. The minister while lauding the recent progresses made by the CAG office laid stress on an effective working relationship between the CAG and the Parliamentary Committees for making the audit reports meaningful.

Training Course for East Timor Civil Servants at FIMA: International training program places FIMA to new height

FIMA reached a new limelight when “Government Financial Management” training course for 8 East Timor Government officials (first batch) was inaugurated on March 8, 2004 at Financial Management Academy (FIMA).  USAID provided full financial support to the training programme to the East Timor Government. The training arm of SAI Bangladesh, FIMA was the natural choice, as it has now become an institute par excellence on government financial management training. CAG office of Bangladesh worked as the coordinating body and provided all advise and logistics. The module was prepared by FIMA on the basis of the training needs of the East Timor Government.

Second Training Programme for East Timor Civil Servants

2nd Batch of 8 officials of East Timor Government attended a month long training course on “Government Financial Management” which was inaugurated by CAG on April 12, 2004 at FIMA.

The certificate awarding ceremony of the Trainee Officers of East Timor was held at FIMA on May 6, 2004. Foreign Secretary, Government of Bangladesh, Mr. Shamsher Mobin Chowdhury, BB was present as special guest. The foreign secretary thanked FIMA and the East Timor trainees for successfully conducting and completing the training programme. He said that the emerging friendship between Bangladesh and East Timor would further grow through such types of technical cooperation.

7th ASOSAI Research Project

A presentation session was held at the CAG office on May 8, 2004 on ‘The 7th ASOSAI Research Project’. Participants in the workshop of the research project in New Delhi, Niaz Rahman, Additional Deputy Comptroller and Auditor General and K. M. Sirajul Munir, Assistant Comptroller and Auditor General presented their experiences in the session. CAG in his speech urged the officials to be focused on their job while working in the research group.

CAG Visits SAI, India

CAG, Bangladesh Asif Ali visited SAI India between 6 - 14 January, 2004 at the invitation of the Comptroller and Auditor General of India Mr. Vijayendra N. Kaul. SAI heads of the two countries discussed issues of mutual cooperation and related matters.

CAG, visited the “International Centre for Information Systems and Audit” at Noida, UP, India. CAG also visited the offices of the Accountants General of Rajasthan and West Bengal.

CAG attends INTOSAI Committee meeting on Internal Control Standards

CAG attended a meeting of INTOSAI Internal Control Standards Committee in Brussels, Belgium between 10 - 12 February, 2004. The meeting was organised by the Belgian Court of Audit, which is currently holding the chair of the committee.

The two-day meeting had three sessions on the draft text of “INTOSAI Guidelines for Internal Control Standards in Public Sector”.  CAG actively participated in the discussions and provided valuable comments in finalising the draft. Other SAIs attending the meeting included Austria, Bahamas, Belgium, Bolivia, Cuba, France, Hungary, Lithuania, Netherlands, Oman, Romania, Russian Federation, Ukraine, United Kingdom and the United States of America. As a part of the programme, participants of the meeting visited the Belgian House of Representatives.

CAG visits SAI, Sri Lanka

CAG visited SAI, Sri Lanka on the invitation of his Sri Lankan counterpart from April 27 to May 2, 2004. During the visit CAG met the Comptroller and Auditor General of Sri Lanka Mr. S. C. Mayadunne and discussed the possible areas of mutual cooperation and strengthening the relationship of the two SAIs.

CAG visited National Audit Office, UK, London on 13 February 2004. A delegation led by the CAG discussed matters of common issues particularly on performance audit.

SAI Bangladesh attends international conference on Environmental Auditing in Brazil

CAG led a SAI Bangladesh delegation to the international conference on Environmental Auditing in Brasilia, Brazil from 31 May to 3 June. Representatives from 56 countries including a number of SAI heads attended the conference. Ahsan Abdullah presented a paper on “SAI Bangladesh faces new challenges: outcome of a waste audit”, which was based on the results of an audit on the wastes management of Dhaka City Corporation. The paper traversed around the different audit results and suggested recommendations.

The international conference, organised by the Working Group on Environmental Auditing (WGEA)-INTOSAI Development Initiative (IDI), focused mainly on the problems and prospects of environmental auditing conducted by the different SAIs and explored the possibilities of collaborative/joint audit on environmental issues.

“Enhancing Management for Quality Audit”: Auditor General’s Office publishes its annual presentation

CAG office has published its annual activity presentation of 2003. The 53-page publication has highlighted plans, programmes, strategies and activities of SAI Bangladesh in ensuring accountability in all its spheres and achieving required professional skill and working environment for effective and quality auditing. The report has covered reform initiatives, international co-operation programmes, research and publications and studies. Special, issue-based and performance audit reports submitted to the PAC and others ready for submission to the Hon’ble President were also incorporated.

Electronic Library and Multimedia Centre at CAG Office

An Electronic Library and Muti-Media Centre was inaugurated at the Audit Bhaban by the Comptroller and Auditor General Asif Ali. The programme was attended by the senior officers of the Department. The centre will function as an electronic archive for preserving publications and documents of the office. The centre will also develop video documentaries on the training activities and reform initiatives. Officers and staff will be able to use audio-visual films and other materials which will be collected from home and abroad and also developed internally. The centre will play a vital role towards establishment of e-governance in the department and enhancement of the individual faculties and skills of the audit department officials.
